External Review

HillPDA in collaboration with Strategies for Change was engaged to undertake an external review of the Urban Land Development Authority (ULDA).

 The consultant team was engaged to undertake an independent external review of the ULDA on behalf of the Department of Local Government and Planning.

The review was specifically to examine the legislative context, governance arrangements, funding and operations of the ULDA. This analysis was enhanced by extensive engagement with the key development, industry, government and professional stakeholders that interacted with the ULDA.

The exercise was supported by a broader research piece undertaken by HillPDA that reviewed the structure, funding sources and outcomes of comparable urban renewal organisations across Australia and the UK including Landcom, VicUrban and English Partnerships (as they were then known).

The review recommended 7 key actions that were presented to the ULDA Board for implementation. The recommendations covered key components of the organisation including its business, funding and governance models along with legislative frameworks to which the Authority could be regulated.

Following her work on this project, Sarah Hill was seconded to the Sydney Metropolitan Development Authority (SMDA) as a Strategic Advisor. During this time the SMDA was merged with Landcom to create UrbanGrowth NSW.
