Employment Land and Housing Strategies
HillPDA was commissioned by Murray River Council to undertake an Employment Land Strategy and a Local Housing Strategy to scope and plan for future employment land and housing needs in the Murray River Local Government Area.
The area is experiencing significant population growth, generating demand for housing and industrial and commercial businesses to provide goods and services, as well as local job opportunities.
HillPDA was engaged to undertake the following tasks relating to the area’s housing and employment land needs:
- Socio-economic analysis, including comparison against surrounding areas
- Market and development application trends analysis
- Market sector supply and demand analysis
- Desktop land use and floorspace audit
- Stakeholder engagement, including with surrounding councils
- Employment and commercial land demand modelling
- Planning control review
- Constraints and infrastructure analysis
- Future land opportunities analysis.
Project outcome:
The employment land strategy determined that the LGA likely has sufficient employment land stocks to accommodate future needs. Future opportunities were nonetheless identified for exploration in key areas with land needs that might change (chiefly Barham and Murray Downs). A strategy and implementation plan were developed to strengthen and consolidate the potential of the LGA’s current employment land and to attract more businesses and investments to the area.
The housing strategy provided place specific plans identifying residential growth and infrastructure requirements. Directions and actions were developed to guide planning control refinements and give strategic guidance around growth expectations and the type of housing that is needed to meet the current and future population.
