Economic and Retail Impact Assessment

HillPDA completed an Economic and Retail Impact Assessment to support a Development Application for a mixed-use development within Canley Vale Local Centre, located in the Fairfield Local Government Area. The proposal comprised a full-line supermarket (~3,900sqm), approximately 2,950sqm of supporting retail space, a gymnasium, and 2,200sqm of non-retail commercial floorspace.
The assessment was prepared in compliance with the Fairfield City Centres Policy 2015, which requires an economic impact assessment to demonstrate that proposals do not have unacceptable economic impacts.
To ensure this, the assessment qualified the demand for retail space within the Canley Vale local centre. It demonstrated that the proposal was supported by an identified need and would not adversely impact existing centres or surrounding uses. The assessment also examined construction and operational employment, regional economic contributions, and the broader economic benefits associated with the project.

• Retail demand modelling
• Retail impact (gravity) modelling
• Economic activity and multipliers.

Project outcome:
The assessment confirmed that the proposal would not result in “unacceptable economic impacts” as defined in Section 6.3 of the Policy. It also demonstrated alignment with the Policy’s principles and objectives, as well as the evaluation criteria for local centres outlined in the Fairfield Centres Study. Finally, the assessment quantified the proposal’s economic activity and benefits for both the local and State economies.
