Economic and Retail Impact Assessment
In November 2017, the Department of Planning, Housing and Infrastructure finalised the Glenfield to Macarthur Urban Renewal Corridor Strategy, which seeks to increase density and activate key transit centres within the Campbelltown LGA, including areas around Minto Station.
To implement the Strategy’s vision for the Minto Station Precinct, a future planning proposal was being prepared to establish a mixed-use precinct, comprising retail and ancillary non-retail uses, immediately adjacent to Minto Station—referred to as the Minto Retail Hub.
To support a successful planning proposal, Campbelltown City Council commissioned HillPDA to prepare an Economic Impact Assessment for the Minto Retail Hub. The Study quantified the type and quantum of retail and ancillary non-retail needs within the precinct, validated the proposed retail floorspace, and assessed potential impacts on existing retail uses in Minto Mall. A key consideration for the Study was the proximity of Minto Mall and its ongoing viability, while accommodating future retail growth in the Retail Hub.
