Housing Supply Pipeline Audit
HillPDA was engaged by the Department of Planning and Environment to carry out and evaluate the proposed Draft Housing Supply Pipeline Audit Methodology. This included testing and refining the methodology, documenting resource requirements, and identifying opportunities for greater efficiency and automation in the Housing Supply Pipeline Audit methodology.
The Shellharbour Urban Development Project (UDP) was intended as a pilot program to road test the useability of the audit methodology and determine the supply and demand for local housing. Under the UDP, a housing land audit was undertaken in accordance with the provided methodology, to determine the housing demand and supply requirements in the Shellharbour LGA. HillPDA evaluated theĀ useability of the audit methodology, guidance material and associated tools and provide any recommendations for improvement.
Project outcome:
Our evaluation found that the audit was successful in providing an overview of the housing pipeline in release areas and specifically succeeded in identifying the short to medium term housing pipeline in Shellharbour LGA. The longer-term housing pipeline was less comprehensively reported on. The evaluation provided commentary on the audit methodology and provided recommendations to streamline future audits, to integrate audit outputs into the proposed Housing Land Monitoring Statements, and as to the appropriateness of the process.
