Local Centres Study
Willoughby City Council identified the vital role that smaller local centres in the LGA already played in contributing to the local economy, both in local job generation and housing choice. Willoughby City Council objective was to position the local centres for viable growth and change over the next 20 years.
The eight Centres included: Artarmon, Castlecrag, High Street Willoughby, Naremburn, Northbridge, Penshurst Street/Mowbray Road and Victoria Avenue/Penshurst Street (East Chatswood).
HillPDA was engaged to undertake an Economic Feasibility Study and Tipping Point Analysis with a specific focus development opportunities and viability in each centre to accommodate the vital needs of an expanding local community.
Our value add
HillPDA’s role was to provide independent, development feasibility testing for each development scenario in each of the centres. HillPDA provide recommendations if planning amendments would incentivise redevelopment over time.
Outcome
HillPDA prepared the financial models for the eight centres different development options with varying heights and densities and provided a report on the modelling assumptions, methodology and key performance indicators. Further options were developed and assessed to test the ‘’tipping point’’ the point the development second round of financial appraisal to further improve feasibility.
