City of Ballarat

The Urban Development Program (UDP) is a State Government initiative with the primary objective of ensuring sufficient supply of residential and industrial land in Metropolitan Melbourne and regional Victoria.

HillPDA was engaged by the City of Ballarat to review specific land identified by the UDP Regional Residential Report and investigate the suitability of land nominated for development.

The outcome of the review would inform the preparation of the Ballarat Strategy, Today Tomorrow Together.

HillPDA’s role was to undertake a Residential Land Supply Review for the City of Ballarat. Our research methods included visits to all relevant sites, industry engagement as well as market research. Using this analysis and agreed projections, the HillPDA Team identified long term projections for broad hectare residential land demand.

The work focused on the suburbs of Alfredton, Ballarat East, Bonshaw, Brown Hill, Canadian, Cardigan, Delacombe, Invermay Park, Lucas, Miners Rest, Mount Clear, Mount Helen, Mount Pleasant, Nerrina and Sebastopol.

The project provided a comprehensive report detailing the factors influencing land supply and demand which included insight into government policy, economic and demographic drivers as well as local market characteristics.

Workshops with local industry experts identified that land supply and demand in the City of Ballarat as of June 2013 was at a healthy level with supply largely bolstered by major developments in Ballarat’s western suburbs.
